LINCOLN PARISH SCHOOL BOARD

The Lincoln Parish Police Jury and Lincoln Parish School Board met in Joint Special Session on Monday, March 24, 2003, at 10:00 a.m., in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, Ruston, Louisiana. The purpose of the meeting was to discuss the reapportionment of the election districts of said governing bodies; to hear comments, suggestions, and/or plans from the public; to consider the adoption of the final reapportionment plan for the Lincoln Parish Police Jury and Lincoln Parish School Board election districts; and to conduct any other business relative to reapportionment.
Police Jury Members Present: Jack Beard, President; Don Hammock, Joe Henderson, Willie B. Hughes, James H. Crawley, Walter Savage, Annie Brown, Charles Fuller, and David Hammons.
Police Jury Members Absent: Lamar Dowling, Charles Owens, and Randy Roberson
School Board Members Present: Robert E. Shadoin, President; Joe Mitcham, Lisa Best, Dr. Marty Beasley, Otha Anders, George Mack, Mattie Harrison, Jo Tatum, and James R. Kessler.
School Board Members Absent: William Abrahm, David Wright, and Curtis Dowling.
Police Jury President Jack Beard called the meeting to order. Police Juror Annie Brown delivered the invocation.
James R. Kessler offered a motion to approve the Agenda as presented. Jo Tatum seconded the motion. The motion carried with the following votes cast:
YEAS: Robert E. Shadoin, Joe Mitcham, Lisa Best, Dr. Marty Beasley, Otha Anders, George Mack, Mattie Harrison, Jo Tatum, and James R. Kessler.
NAYS: None.
ABSENT: William Abrahm, David Wright, and Curtis Dowling
Police Jury President Jack Beard announced that, as provided by state law, a joint Public Hearing will be conducted in accordance with the official public notice heretofore given by the Lincoln Parish Police Jury and the Lincoln Parish School Board regarding the reapportionment of the election districts of said governing bodies; to hear comments, suggestions, and/or plans from the public; to consider the adoption of the final reapportionment plan for the Lincoln Parish Police Jury and Lincoln Parish School Board election districts; and to conduct any other business relative to reapportionment.
Police Jury President Jack Beard asked if there was anyone present to present written or oral views, comments, suggestions and/or plans in connection with the reapportionment of the election districts of said governing bodies or concerning the adoption of the final reapportionment plan for the Lincoln Parish Police Jury and Lincoln Parish School Board election districts. There being none, Dr. Marty Beasley offered a motion to adjourn the Public Hearing and reconvene in Joint Special Session. Otha Anders seconded the motion. The motion carried with the following votes cast:
YEAS: Robert E. Shadoin, Joe Mitcham, Lisa Best, Dr. Marty Beasley, Otha Anders, George Mack, Mattie Harrison, Jo Tatum, and James R. Kessler.
NAYS: None.
ABSENT: William Abrahm, David Wright, and Curtis Dowling
James R. Kessler offered a motion to adopt the following resolution approving of the division of Lincoln Parish into twelve (12) representative districts and rearranging and re-establishing the boundary lines of said districts a reflected in Plan Seven (7).
RESOLUTION
NOW, THEREFORE, BE IT RESOLVED, by the Lincoln Parish School Board convened in Special Session this 24th day of March, 2003, that it does hereby and herewith approve of the division of Lincoln Parish into twelve representative districts and rearranging and re-establishing the boundary lines of said districts as reflected in plan seven (7).

Jo Tatum seconded the motion.
The motion carried with the following votes cast:
YEAS: Robert E. Shadoin, Joe Mitcham, Lisa Best, Dr. Marty Beasley, Otha Anders, George Mack, Mattie Harrison, Jo Tatum, and James R. Kessler.
NAYS:None.
ABSENT: William Abrahm, David Wright, and Curtis Dowling
After hearing brief comments from George Mack, a motion was made by Jo Tatum to adjourn the Special Meeting of the Lincoln Parish School Board. Joe Mitcham seconded the motion. The motion carried with the following votes cast:
YEAS: Robert E. Shadoin, Joe Mitcham, Lisa Best, Dr. Marty Beasley, Otha Anders, George Mack, Mattie Harrison, Jo Tatum, and James R. Kessler.
NAYS:None.
ABSENT: William Abrahm, David Wright, and Curtis Dowling
The meeting adjourned.
