SPECIAL CALLED SESSION

The Lincoln Parish School Board met in Special Called Session on Wednesday, June 23, 2004 at 12:00 noon in the Board Room of the Lincoln Parish School Board Office, 410 South Farmerville Street, Ruston, Louisiana. Members present were President Rob Shadoin, Mr. Otha Anders, Ms. Lisa Best, Mr. Curtis Dowling, Ms. Mattie Harrison, Ms. Lynda Henderson, Mr. Jim Kessler, Mr. Flynn Ludley, Mr. George Mack, Mr. Ted McKinney, and Ms. Jo Tatum.
Mr. Joe Mitcham was absent.
Mr. Rob Shadoin called the meeting to order, gave the invocation, and led in the Pledge of Allegiance to the American flag.
Upon a motion by Ms. Tatum, seconded by Ms. Harrison, the Board unanimously voted by roll call to adopt the agenda with an addendum adding one item of New Business.
Superintendent Charles Scriber asked the Board to consider the resignation of Dubach High School principal, Tony Guirlando, effective June 30, 2004.
Upon a motion by Mr. Kessler, seconded by Ms. Henderson, the Board unanimously voted to accept the resignation of Tony Guirlando, principal of Dubach High School, effective June 30, 2004.
One of the line items for the current bond issue is to upgrade and/or expand the current closed circuit television monitoring system at Ruston High School according to Charles Owens, Director of Auxiliary Services. He requested permission to advertise for bids in order to add two color monitors, at least eleven additional cameras, a recorder, switches and power supplies. The bids, which are not expected to exceed $25,000, will be opened at 10:00 a.m. on Friday, July 9, 2004.
Upon a motion by Ms. Best, seconded by Mr. Anders, the Board unanimously voted to permit the advertisement for bids for the closed circuit TV system at Ruston High School and the acceptance of the lowest bid meeting specifications.
At this point in the meeting, the Board heard a presentation from Michael Dupree, attorney with the State Board of Ethics, outlining the Louisiana Code of Governmental Ethics and applications to school board members.
Another attorney, Jon Guice, with the firm of Hammonds & Sills, shared with Board members what they could and should do as members of the Lincoln Parish School Board. He covered procedure and relationships with the other board members, public/parents, and central office personnel.
It was the consensus of opinion that both presentations were timely and worthwhile. President Shadoin thanked the attorneys for their valuable information and time.
There being no further business, the meeting adjourned at 1:56 p.m.
