SPECIAL CALLED SESSION

Monday, March 16, 2015   2:00 p.m.

 

The Lincoln Parish School Board met in Special Called Session on Monday, March 16, 2015, at 2:00 p.m. in the Lincoln Parish School Board Central Office, 410 South Farmerville Street, Ruston, Louisiana.  Members present were Ms. Debbie Abrahm, Mr. Otha Anders, Mr. Michael Barmore, Ms. Lisa Best, Mr. Curtis Dowling, Mr. David Ferguson, Mr. Danny Hancock, Ms. Lynda Henderson, Mr. Trott Hunt, Mr. George Mack, Jr., Mr. Joe Mitcham and Ms. Susan Wiley.

 

No board member was absent.

 

President Anders called the meeting to order and gave the invocation.  The ladies led in the Pledge of Allegiance to the American flag.  Mr. Anders welcomed board members and visitors to the meeting.

 

Upon a motion by Ms. Best, seconded by Mr. Barmore, the Board unanimously voted to adopt the agenda as printed.

 

Ms. Abrahm made a motion to go into Executive Session at 2:05 p.m. to interview applicants to fill the superintendent’s vacancy and discuss their character and professional competence.  Mr. Dowling seconded the motion which passed by a unanimous vote.

 

Upon a motion by Mr. Hancock, seconded by Ms. Henderson, the Board unanimously voted to return to Open Session at 7:17 p.m.

 

Upon a motion by Mr. Dowling, seconded by Mr. Mitcham, the Board unanimously voted to recess at 7:18 p.m.

 

The meeting was reconvened with all Board members present at 4:00 p.m. on Tuesday, March 17, 2015, by Mr. Otha Anders.

 

Ms. Best made a motion to go into Executive Session at 4:03 p.m. to interview applicants to fill the superintendent’s vacancy and discuss their character and professional competence.  Mr. Barmore seconded the motion which passed by a unanimous vote.

 

Upon a motion by Mr. Hancock, seconded by Mr. Dowling, the Board unanimously voted to return to Open Session at 7:53 p.m.

 

Upon a motion by Mr. Mitcham, seconded by Mr. Hunt, the Board unanimously voted to recess at 7:54 p.m.

 

The meeting was reconvened with all Board members present at 2:00 p.m. on Wednesday, March 18, 2015, by President Otha Anders.

 

Mr. Barmore made a motion to go into Executive Session at 2:01 p.m. to interview applicants to fill the superintendent’s vacancy and discuss their character and professional competence.  Mr. Mack seconded the motion which passed by a unanimous vote.

 

Upon a motion by Mr. Hancock, seconded by Mr. Barmore, the Board unanimously voted to return to Open Session at 6:09 p.m.

 

President Anders welcomed numerous guests to the meeting, thanked the board members for their hard work, and indicated that he was ready to receive nominations for a candidate for negotiations with the Executive Committee regarding the superintendent’s vacancy.

 

Mr. Hunt nominated Mr. Mike Milstead for negotiations as superintendent of Lincoln Parish schools.

 

Mr. Ferguson moved that nominations cease, and Mr. Mitcham seconded the motion. 

 

The Board unanimously voted by roll call, for Mike Milstead to negotiate with the Executive Committee in order to fill the superintendent’s vacancy.

 

Mr. Anders said it was a difficult decision, and the Board did their very best to maintain confidentiality and treat each outstanding, qualified applicant with equality.  He announced that the second highest scoring applicant was Mr. Byron Lyons.

 

Upon a motion by Ms. Best, the meeting adjourned at 6:14 p.m.
