SPECIAL CALLED SESSION
Thursday February 20, 2020 10:00 a.m.
The Lincoln Parish School Board met in Special Called Session on Thursday, February 20, 2020, at 10:00 a.m. in the Board Room of the Lincoln Parish School Board Office, 410 South Farmerville Street, Ruston, Louisiana. Members present were Ms. Debbie Abrahm, Mr. Michael Barmore, Ms. Lisa Best, Mr. David Ferguson, Dr. David Gullatt, Mr. Danny Hancock, Ms. Lynda Henderson, Mr. George Mack, Jr., Mr. Joe Mitcham, and Mr. Hunter Smith.
Mr. Otha Anders and Ms. Susan Wiley were absent.
President Joe Mitcham called the meeting to order. Mr. Mack gave the invocation, and Mr. Smith led in the Pledge of Allegiance to the American Flag.
Upon a motion by Mr. Hancock, seconded by Ms. Best, the Board unanimously voted to adopt the agenda as printed.
President Mitcham turned the floor over to Superintendent Mike Milstead.
Mr. Milstead asked Mr. Barmore if he would like to address the Board. Mr. Barmore said that he had enjoyed his 13 years on the board and had made many good friends.
Mr. Milstead told board members it was necessary to adopt a resolution calling for a special election on November 3, 2020, to fill the vacancy in District 4 created by the resignation of Mr. Mike Barmore. He read the resolution in full.
RESOLUTION OF THE LINCOLN PARISH SCHOOL BOARD
WHEREAS, Michael Barmore, Board Member, District 4, Lincoln Parish School Board, Parish of Lincoln, State of Louisiana, resigned effective March 1, 2020, resulting in a vacancy in that office.
WHEREAS, pursuant to La. R.S. 18:602(B), the governing authority has until March 20, 2020, to make an appointment to fill this position until an election can be held; and
WHEREAS, the Lincoln Parish School Board is given the authority and responsibility under the provisions of La. R.S. 18:602 to appoint a person to fill the vacancy who meets the qualifications of the office, and to call a special election to fill the vacancy.
NOW, THEREFORE BE IT FURTHER RESOLVED THAT, a special election be called and held with the primary election date set for November 3, 2020, and the general election date set for December 5, 2020, with qualifying dates set for July 15, 16, and 17, 2020.

He then recommended that the Lincoln Parish School Board call a special election for the next available date, November 3, 2020, to fill the District 4 vacancy.
Upon a motion by Ms. Best, seconded by Dr. Gullatt, the Board unanimously voted by roll call to adopt the Resolution and call a special election.
Superintendent Milstead stated that it was now time to appoint an interim board member to represent District 4 until the special election in November.
Mr. Mitcham declared the floor open for nominations to fill the vacancy in District 4 until an election could be held. He turned the floor over to Mr. Milstead.
Mr. Milstead asked for nominations from board members for the interim position.
Mr. Barmore nominated Donna Doss.
Superintendent Milstead asked for further nominations. Hearing none, he declared that nominations were closed

Upon a motion by Mr. Barmore, seconded by Mr. Ferguson, the Board unanimously voted by roll call to adopt the Resolution appointing Ms. Donna Doss to serve as Board Member from District 4 until the voters select their representative at the polls. To complete the items of business necessary to name an interim board member, Mr. Milstead read the following:
