JOINT MEETING OF LINCOLN PARISH SCHOOL BOARD & POLICE JURY
Tuesday, April 16, 1991 7:00 P.M.
The Lincoln Parish School Board met jointly with the Lincoln Parish Police Jury on Tuesday, April 16, 1991 at 7:00 P.m. in the Lincoln Parish Courthouse Annex, Ruston, LA. Members of the board present were: Mr. Allen Tuten, Dr. Phil Rice, Mrs. Loyace Braggs, Mr. George Mack, Mr. Andy Shealy, Mr. James R. Kessler, Mr. Wayne Barfield, Mr. Calvin Wilkerson, Ms. Ann M. Boyd, Mr. Paul Woodard and Mr. David Wright.
Absent: Dr. Marty Beasley
Mr. Allen Tuten, president of the Lincoln Parish School Board, and Mr. Buster Deloney, president of the Lincoln Parish Police Jury, called the meeting to order and the invocation was given by Mr. Andrew Mansfield, member of the Lincoln Parish Police Jury.
The purpose of the joint meeting was to conduct a public hearing on the proposed reapportionment plan number 2 to be presented to the two public bodies for their approval or rejection.
Mr. Buster Deloney, president Of the Police Jury, chaired the meeting and asked Mr. Ken Selle of Tri-S Associates to present the proposed reapportionment plan. Mr. Selle came before the bodies and presented plan #2 which is the same plan that was adopted in 1981.
Mr. Richard Durrett then declared a time of public hearing and opportunity was given to any person present who desired to speak on the proposed plan. A number of guests from the Hico and Corinth communities were present and spoke against the proposed plan as did several members of the school board. Before the 1981 reapportionment, both Hico and Corinth were in Ward 4 and this is where they want to be placed in the new reapportionment plan. If Hico and Corinth were taken out of Ward 3 and placed in Ward 4, this would necessitate placing Vienna into Ward 3 in order to achieve the proper ratio. The question was asked on how this desired change would affect the overall plan and would it withstand the scrutiny of the Justice Department. Mr. Ken Selle indicated that changing the proposed plan would affect only Wards 3 and 4 and he assured those present that no other Wards would be impacted nor would the ratios that we presently have be altered. Therefore, this should present no concern for the Justice Department. Mr. Selle also indicated that everything must be accomplished and ready to be submitted to the Justice Department by May 1 in order to allow sufficient time for a review and approval prior to the September 3-6 election qualification.
Following a lengthy discussion, Mr. Durrett called for a vote on accepting or rejecting proposed plan number 2. The Lincoln Parish Police Jury vote was 7 against - 3 for the proposed plan. The Lincoln Parish School Board also voted by roll call vote with 11 against and I member absent. The school board vote was as follows:
Voting against the proposed plan number 2: Dr. Phil Rice, Mrs. Loyace Braggs, Mr. George Mack, Mr. Andy Shealy, Mr. Jim Kessler, Mr. Wayne Barfield, Mr. Calvin Wilkerson, Ms. Ann Boyd, Mr. Paul Woodard, Mr. David Wright, and Mr. Allen Tuten.
Absent and not voting: Dr. Marty Beasley Following the vote which overwhelmingly rejected proposed reapportionment plan number 2, another public hearing was scheduled to be held on Monday, April 29 at 7:00 p.m. in the Lincoln Parish Courthouse Annex at which time a second plan would be presented to the two governing bodies for their approval.
At this time, the Lincoln Parish School Board entered into a brief business meeting in order to address two agenda items.
Upon a motion by Mrs. Loyace Braggs, seconded by Mr. David Wright, the board voted to authorize expenditure of Instructional Supply Money for 1991-92 as shown below:

1. Art K-12 --- $1.00 per student
2. Library Supplies K-5 --- .50 per student
6-12 --- 1.00 per student
3. Magazines & Newspapers K-6 --- 1.70 per student
6-12 --- 2.00 per student
4. Music K-5 --- .50 per student
6-12 --- 1.00 per student
5. Physical Education K-12 --- 1.00 per student
6. Science K-6 --- .50 per student
7-8 --- 2.00 per student
9-12 --- 3.50 per student
Consideration of equipment bids for the School Food Service Program for 1991-92 was addressed by Mr. Charles Owens. Upon a motion by Mr. Wayne Barfield, seconded by Mr. Calvin Wilkerson, the board voted unanimously to accept the low bids that met specification for the purchase of equipment for the School Food Service Program for 1991-92.
There being no further business, the meeting was adjourned at 8:20 p.m.
