The Lincoln Parish School Board met in Regular Session on Wednesday, October 19, 1994 at 12:30 p.m. at Dubach High School. Members present were: Mr. David Wright, President, Mr. Wayne Barfield, Dr. Marty Beasley, Ms. Ann Boyd, Mrs. Loyace Braggs, Mr. Jim Kessler, Mr. George Mack, Mr. Allen Tuten, Mr. Calvin Wilkerson, and Mr. Paul Woodard.
Absent: Mr. Rob Shadoin and Mr. Andy Shealy
Prior to the business meeting, board members enjoyed a delicious lunch in the school cafeteria.
Mr. David Wright, president, called the meeting to order and the invocation was given by Mr. George Mack.
Mr. Wright welcomed guests and members of the staff and media.
Upon a motion by Dr. Marty Beasley, seconded by Ms. Ann M. Boyd, the board voted unanimously to adopt the agenda as printed with the addition of personnel information.
Upon a motion by Mr. Allen Tuten, seconded by Mr. Wayne Barfield, the board voted unanimously to adopt the minutes, as corrected, of the Regular Session held on October 4, 1994.
Mr. Howard Brown, Principal of Dubach High School, welcomed members of the board and guests who were present for the meeting. He expressed his thanks to Dr. Gerald Cobb, Superintendent of Lincoln Parish Schools, and his staff who are always ready to lend a helping hand when called. Mr. Brown introduced Mrs. Helen Hall, Counselor at Dubach High School, who shared some things being done at Dubach and the procedure used for testing and keeping files on eighth through twelfth graders.
Mr. Track Kavanaugh, Teacher at Dubach High School, introduced FFA members Kerry Byrnes and Brandon Murray, Chapter President. Dr. Gerald Cobb was presented with a plaque on behalf of every member of FFA and became an honorary member of Lincoln Parish's FFA.
Mr. David Wright expressed his appreciation to the FFA members and urged them to continue their good work.
Mr. Rob Shadoin joined the meeting at 12:53 p.m.
The board served as a Committee of the Whole and the following personnel agenda items were addressed:
1. Upon a motion by Mr. Paul Woodard, seconded by Mrs. Loyace Braggs, the board voted unanimously to accept the letter of resignation effective October 25, 1994 submitted by Mrs. Billie Hogan, Transportation Secretary, as presented by Mr. Charles Owens, Director of Auxiliary Services.
2. Upon a motion by Ms. Ann Boyd, seconded by Mr. Wayne Barfield, the board voted unanimously upon the recommendation of Mr. Charles Owens to employ Ms. Donna Lilley as Transportation Secretary to replace Mrs. Billie Hogan, resigned and to be effective November 3, 1994.
3. Upon a motion by Ms. Ann Boyd, seconded by Mr. Jim Kessler, the board voted unanimously upon the recommendation of Mr. Howard Whitlock, Transportation Supervisor, to employ Ms. Tammy Russell as a bus driver to replace Mr. Lincoln Houston, resigned and to be effective September 16, 1994.
4. Upon a motion by Dr. Marty Beasley, seconded by Mr. George Mack, the board voted unanimously upon the recommendation of Mr. Charles Owens to employ Ms. Diane Perry as custodian to replace Ms. Arlene Torbor, transferred and to be effective September 16, 1994.
5. Upon a motion by Mrs. Loyace Braggs, seconded by Ms. Ann Boyd, the board voted unanimously upon the recommendation of Mr. Charles Owens to employ Mr. Patrick Pierce as half time custodian to replace Ms. Maxine Williams, retired and to be effective September 16, 1994.
Upon a motion by Mr. Allen Tuten, seconded by Dr. Marty Beasley, the board voted unanimously to adopt as printed the Retirement Resolution to Mrs. Jo Johnson, retired Secretary to the Superintendent, drawn up by Dr. Gerald Cobb at the board's October 4, 1994 request.
RESOLUTION
WHEREAS, Jo Johnson has announced her retirement as of September 30, 1994; and
WHEREAS, during her years of faithful and dedicated service to the Lincoln Parish School Board, she has earned the admiration and respect of her friends and colleagues;
WHEREAS, she has demonstrated her ability to meet new challenges with enthusiasm and to conduct the secretarial business of the Superintendent's office in the highest professional manner; therefore, be it
RESOLVED, That the Lincoln Parish School Board expresses its appreciation to Jo Johnson for her many years of dedicated service, and contributions to her profession, and be it further
RESOLVED, That the Lincoln Parish School Board extends to Jo Johnson its appreciation and best wishes for many years of happiness during her retirement.
Dr. Gerald Cobb briefly reviewed the background on the establishment of a Discipline Policy Review Committee. He presented the following members selected in accordance with procedures as specified in Act 45 of the 1994 Third Extraordinary Session of the Louisiana Legislature:

A brief update on the Academic Awards Banquet to be held on Monday, October 24, 1994 at the Ruston Civic Center was given by Dr. Cobb. The guest speaker will be Dr. Pat Cooper, Executive Director of the National School Health Education Coalition, Washington, D.C.
Dr. Gerald Cobb shared information with the board concerning the upcoming LSBA Convention to be held in Monroe, Louisiana, on January 26-28, 1995 at the Monroe Civic Center. He called their attention to the registration deadline of January 6.
Mr. Track Kavanaugh introduced Lincoln Parish's second State FFA President, Paul Watts, to the board. He told members what FFA is doing in Louisiana and in the Nation and reiterated Mr. Kavanaugh's earlier statement that FFA has become "more than cows and plows."
Mr. David Wright congratulated Paul and expressed the board's support.
He also asked Mr. Howard Brown to thank the President of the Dubach High School Student Council for the delicious meal that they provided.
There being no further business, the meeting was adjourned at 1:15 p.m.
