REGULAR SESSION

The Lincoln Parish School Board met in Regular Session on Wednesday, October 18, 1995 at 12:30 p.m. at Cypress Springs Elementary School.  Members present were Mr. David Wright, Mr. Billy Abrahm, Mr. Wayne Barfield, Dr. Marty Beasley, Mrs. Loyace Braggs, Mr. Curtis Dowling, Mr. Jim Kessler, Mr. Joe Mitcham, Mr. Rob Shadoin, and Mr. Calvin Wilkerson.

 

Members absent were:  Mr. George Mack and Mr. Allen Tuten.  

 

Prior to the business meeting, board members enjoyed a delicious lunch in the school cafeteria.

 

Mr. David Wright, President, called the meeting to order and gave the invocation.  He welcomed guests, members of the staff, and press.

 

Upon a motion by Mrs. Braggs, seconded by Mr. Mitcham, the Board unanimously voted to adopt the agenda as printed.

 

Upon a motion by Mr. Dowling, seconded by Mr. Barfield, the Board unanimously voted to approve the minutes of the Regular Session held on October 3, 1995 as distributed.

 

Ms. Bettye Anders, Coordinating Teacher at Cypress Springs, welcomed the members of the Board and guests to the school and told them to feel free to visit the classrooms after the meeting and to come back at any time.

 

Following this welcome, Mr. Wright expressed the Board's appreciation to the principal and staff of the school for the delicious meal and the nice, seasonal setup for the meeting.

 

Lincoln Parish Vocational Supervisor, Ms. Barbara Kirkland, reminded the Board that each year the parish has applied for and received federal money under Title I of Public Law 81-874 which provides funds for general operation and maintenance.  Eligibility is based upon the number of federally-connected children in the parish.  In order to qualify, children must have a parent employed on federal property, on full-time active duty in any branch of the armed forces, or live on federal property.  Approximately 300 students annually are identified and about $10,000 in aid is received to be placed in the general fund to be used to defray extra costs that may be incurred as a result of these students moving into our system.

 

Upon a motion by Mrs. Braggs, seconded by Mr. Kessler, the Board unanimously voted to grant permission to apply for Impact Aid funding for 95-96. 

 

Ms. Kirkland also told the Board the annual College/Career Night for parish juniors, seniors, and parents will be held Monday, November 13, 1995 from 7:00 to 9:00 p.m. in the Ruston Civic Center.  Representatives from more than 30 colleges and universities, technical colleges, beauty schools, and all branches of the armed services will be available to meet with those interested in attending the various schools.  Information about scholarships, financial aid, ACT requirements, and admission policies will also be presented.  This event is coordinated by the vocational supervisor and parish high school guidance counselors.

 

Superintendent Gerald Cobb said the 1996 Louisiana School Board Association (LSBA) convention will be held on February 29-March 2 in Bossier City.  He told members to give it some thought, make plans, and let his office know of their plans.

 

In recognition of National School Bus Safety Week, Governor Edwin Edwards has proclaimed October 15-21, 1995 as School Bus Safety Week in Louisiana.  Mr. Howard Whitlock, Transportation Supervisor, said that good bus drivers are important to any school system and that the Lincoln Parish drivers have always given of themselves to meet the needs of our students.  Our community needs to be made aware of this special week and to recognize our bus drivers for their hard work; therefore, he recommended that the Board approve the proclamation from Governor Edwards.

 

Upon a motion by Mr. Barfield, seconded by Mr. Shadoin, the Board unanimously voted to approve the proclamation designating October 15-21, 1995 as School Bus Safety Week.

 

Mr. Wright expressed the Board's appreciation to Mr. Whitlock for the mailout he sends to them.

 

In the Report of the Superintendent, Dr. Cobb invited the Board to go by classrooms on the way out of the school and reminded them that the Academic Awards Banquet, one of the finest things the Board does, is Monday, October 23.

 

After brief comments from several members, Ms. Patsy Bullock, principal of Cypress Springs, also invited the Board to visit classes, especially the classroom that is "sinking".

 

There being no further business, the meeting was adjourned at 12:48 p.m.
